Controlled-Substance Prescribing Requirements
A Brighter Future Healthcare Services follows additional safety and monitoring procedures when prescribing certain controlled medications. Depending on the medication and treatment plan, patients may be required to complete toxicology testing and sign a Controlled-Substance Treatment Agreement before a prescription is issued, renewed, or continued. These requirements support safe prescribing, help the clinical team evaluate medication use, and establish clear expectations for treatment, refills, follow-up appointments, and medication monitoring.
Patients Receiving Certain Controlled Medications May Be Required To:
- Provide a urine specimen or complete an oral-fluid mouth swab
- Complete testing before receiving or continuing a prescription
- Participate in random or scheduled medication-compliance testing
- Sign the ABF Controlled-Substance Treatment Agreement
- Take medication only as prescribed
- Attend required follow-up appointments
- Use the pharmacy arrangement approved by the treating provider
- Follow ABF's refill and medication-change procedures
- Notify ABF about controlled medications prescribed by another healthcare professional
- Discuss other prescriptions, over-the-counter medications, supplements, alcohol use, or substance use that could affect treatment safety
Signing the agreement does not guarantee that a controlled medication will be prescribed. Prescribing decisions remain subject to clinical evaluation, safety considerations, applicable law, medication history, testing results, and the judgment of the treating healthcare provider.
Why Is an Agreement Required?
Controlled medications can carry risks that may include dependence, overdose, breathing problems, sedation, impaired judgment, medication interactions, tolerance, and reduced effectiveness. The agreement helps the patient and provider document important treatment expectations, including how the medication must be taken, when refills may be requested, whether early replacements are permitted, where prescriptions should be filled, when follow-up appointments are required, when toxicology testing may be requested, and what may happen if treatment requirements are not followed.
Prescription and Refill Expectations
Controlled-medication refills are not automatic. Patients must follow the treatment schedule and refill procedures provided by the prescribing clinician. Patients must take the medication only as prescribed and must not change the amount or frequency without authorization. Unauthorized changes may cause the medication to run out early, and early refills or replacement prescriptions for lost or stolen medication may not be permitted.
- Request refills before the medication runs out
- Submit refill requests during regular office hours
- Do not increase, decrease, stop, or share medication without provider instructions
- Do not assume that a refill will be approved solely because a request was submitted
- Keep all required follow-up appointments
- Complete requested testing before the prescription deadline
- Tell ABF if another provider prescribes a controlled medication
Failure to complete required testing, sign the agreement, attend appointments, or follow the treatment plan may delay or prevent a controlled-medication prescription or refill.
Medication-Compliance Testing
Patients prescribed certain controlled medications may be asked to provide a urine sample or complete an oral-fluid mouth swab. Testing may be required before treatment begins, before a prescription or refill is issued, during a scheduled office visit, at a random point during treatment, when the provider needs additional information to evaluate medication safety or adherence, or after a result that requires confirmation or follow-up.
Agreement Required for Certain Controlled Medications
Before ABF prescribes or continues certain controlled medications, the patient may be required to review and sign the ABF Controlled-Substance Treatment Agreement. The agreement explains medication risks, safe-use expectations, refill procedures, pharmacy requirements, required appointments, toxicology testing, and possible consequences when treatment requirements are not followed.
